Upper secondary education in rural towns can stop population drift into cities and provide skills, knowledge and training to strengthen a community. Rely on IT, not buildings for students. When students stay, towns have a chance to improve productivity and survival chances.

Recognize that this learning is as valid as that formally accredited by education institutions and that it occurs across a lifetime.

Support lifelong and life wide learning.
